The patrol guide, the Department’s manual, states that officers should not fire their weapons when, “in their professional judgment, doing so will unnecessarily endanger innocent persons". Knowledgeable NYPD superiors held up Friday's civilian carnival shoot as a perfect example of this policy of "professional judgment" in practice.
Interested New York readers may wish to consider lightweight Kevlar (trademark DuPont) workwear knowing that NYPD officers today boast a dismal record of hitting the correct target in only 34 per cent of police shootings. Who gets hit by the other 66 per cent of bullets is anyone's guess.
