CIA Failed To Prevent 9/11 Attacks Due To Lack Of "Comprehensive Plan" Finds 2005 CIA Investigator General (IG) Report Released Only After CIA Failed To Adapt Resources Use Better To Accomplish Mission But Instead Again Wasted Them To "Delay, Obfuscate And Interfere Especially With Overseers" The Agency Culture Again Seen Here By CIA Relentless I.G. Harassment And Routine "Denials" Of Everything Causing The I.G. 2005 Report That The CIA "Failed To Prevent" 9/11 Attacks Due To Lack Of "A Comprehensive Plan" And CIA Ineptitude To Be Delayed In Public Release Now By Ten Years

     Saturday, 13 June 2015, WASHINGTON, D.C. - That federal government's official determination that the C.I.A. failed to prevent the 11 September 2001 attacks on the United States due to the C.I.A's ineptitude in lacking any "comprehensive plan" to prevent such attacks finally this past week has been formally revealed to the American people in the long overdue public release of the C.I.A. Inspector General (IG) 9/11 report reaching that condemning conclusion the public release of which the C.I.A. for a full decade has improperly obstructed and delayed for as long as possible until now.
     As reported in the Reuters article which interested readers can go to at the first link below C.I.A top officials have fought bitterly among themselves as well as with others outside the C.I.A. as to who was responsible for the catastrophic intelligence errors which allowed the 9/11 attacks to occur. As competing persons' mistaken memoirs and misremembrances steadily make their way to "press" over time presumably most all involved or touched by the circles (be they of power or be they of doom) will seek without hesitation aggressively to reconstruct disastrous history as they deem necessary vigorously to deny responsibilities for which they once clamored.
     Desperate to distance themselves at breakneck speed from the memory of their own actions or lack of them the overarching motivation now being even if not possible to benefit at least to try to deflect any further damage to their own approaching presumably feared at best rather bruised legacies as the day inexorably approaches for all of us that personal "remembrances" of one kind or another mostly will be the near sole entirety of evidence of the material reality we once both knew ourselves as persons and were known to most others on earth.
     Their "bitter" disagreements extended to C.I.A. Inspector General John Helgerson who upon releasing a draft 2005 report critical of the CIA up to its leadership by CIA Director George Tenet who read the draft report and in a "heated" 2005 letter rejected Helgerson's draft critical report. Tenet resorted to histrionics charging that "[y]our report challenges my professionalism, diligence and skill in leading the men and women of U.S. intelligence in countering terrorism," Tenet then essentially wrote to Helgerson all the good things he accomplished.
     These attacks including against what is supposed to be the "independent" Inspector General continued unabated as detailed in the Reuters article at the first link below including through another 2007 memo draft "partial" public disclosure and all the rancor which has continued to the end.
     In any case although the Ninth Amendment is committed to covering the CIA further in all the glory of the fits currently turning attacks at its own internal oversight IG when in fact the obscured vital point is that the C.I.A. allowed the horror of 9/11 to occur by its own ineptitude just as when it pulled all its familiar sneaky and crybaby stunts with the Senate Torture Panel going so far as to commit cyberattacks on Senate computers while simultaneously formally lodging false claims with the Justice Department outright lying that the Senate Interns were doing to CIA computers that which the  CIA in fact was doing to the Interns,
     All of which is rather tedious in its predictability as the CIA eventually after lying about all it could for years until caught then used its usual means of covering up its first lie with another but finally the CIA had to write a formal written apology to the Senate for lying, invading the Senate's computers, making false accusations, whining in every way possible, threatening, lying again all finally followed by it's usual "okay already, we are sorry we did do it " letter which is very nice except in the end all the smokescreen garbage swept aside the point is that the Senate Torture report concluded that torture war crimes against humanity where committed for which members of the Bush-Cheney administration as well as CIA officials who should therefore by criminally prosecuted but literally pray to get away with crimes up to murder.
     Those readers interested in the CIA's years of bitterly complaining and intruding into what should have been the Independent investigation report will find the usual CIA antics of insanely needing to know every detail of what is being written about the CIA immediately without regard for any impropriety of not only letting alone others who supposedly have independent oversight responsibilities but completely intruding into and trying to control their work, their writing and their conclusions. The Ninth Amendment editorial board unanimously believes that this intrusiveness by the CIA or any agency of those who have oversight responsibilities is outrageous and gravely dangerous in more ways than one,
     Yes the CIA due to a lack of any comprehensive plan among other things is responsible for the success of the terrorist attacks on 9/11. It is unfortunate that rather than focusing on improvements at the CIA that in fact must be the biggest issue as Reuters put it succinctly that the past ten plus years many have instead been most engaged by their concern that "[a]t stake in the years-long dispute are the legacies of former top CIA officials and the agency itself." In other words rather than finding the truth they want to write their own history and apparently are more than willing to attempt to force their narrative into the one of what really occurred.
